Results of Referendum - February 3, 2010

The DuPage County Election Commission has released the unofficial results of the Referendum.  There were 528 valid votes cast out of a total of 1415 Registered Voters, for a 37.9% turnout.  There were 69 votes cast for YES, or 13.07% of the votes, and 459 votes cast for NO, or 86.93% of the votes.  Clearly, the Referendum has failed to pass.

Once the results are official, the board will pursue our options for resolving the issue of fire and ambulance services for the area of the District that is south of Grand Avenue.

Notice of Referendum - February 2, 2010

There is a Referendum on the ballot in the upcoming election on February 2, 2010.  The text of what you will be asked to vote on is as follows:

Proposition to Increase the Maximum Tax Rate for Contractual Fire Protection Services

Shall the limiting rate under the Property Tax Extension Limitation Law for Bensenville Fire Protection District #1, DuPage County, Illinois, be increased by an additional amount equal to .1321% above the limiting rate, for the purpose of continued payment of the costs of contractual fire protection services, for levy year 2008 and be equal to .40% of the equalized assesed value of the taxable property therein for levy year 2010, 2011, 2012, and 2013?

(1) The approximate amount of taxes extendable at the most recently extended limiting rate is $227,403.03, and the approximate amount of taxes extendable if the proposition is approved is $339,534.20.

(2) For the 2010 levy year the approximate amount of the additional tax extendable against property containing a single family residence and having a fair market value at the time of the referendum of $100,000 is estimated to be $44.03.

(3) Based on an average annual percentage increase (or decrease) in the market value of such property of 5.9%, the approximate amount of the additional tax extendable against such property for the 2010 levy year is estimated to be $49.38; for the 2011 levy year is estimated to be $52.30; for the 2012 levy year is estimated to be $55.38; and for the 2013 levy year is estimated to be $58.65.

(4) If the proposition is approved, the aggregate extension for 2010, 2011, 2012, and 2013 will be determined by the limiting rate set forth in the proposition, rather than the otherwise applicable limiting rate calculated under the provisions of the Property Tax Extension Limitation Law (commonly known as the Property Tax Cap Law).

Plain Language Explanation of Referendum

You are being asked to vote on whether or not to agree to increase the amount of you property tax bill that goes to pay for fire and ambulance protection by just under 50% for the purpose of allowing the area of the district that is south of Grand Avenue to remain with the Elmhurst Fire Department as the primary service provider.  The amounts mentioned in the text of the referendum are per $100,000 of property value, so, for example, if your property is worth $300,000, you would triple those numbers, for an approximate increase of $150.
